US Department of Justice Opens Inquiry into Nvidia's $12.9 Billion Acquisition of Hugging Face

The US Department of Justice has opened an inquiry into Nvidia's $12.93 billion acquisition of Hugging Face, assessing the deal's impact on AI competition, with the core focus being whether the transaction would give Nvidia control of a fundamental distribution point for AI models and software. Nvidia announced the acquisition on September 3, 2026, with consideration including approximately $11.9 billion in cash and up to $1 billion in employee retention equity incentives, and the deal is expected to close in the first half of 2027. Hugging Face hosts more than 3 million AI models and 500,000 datasets, serving over 18 million developers and 200,000 enterprises.

PyTorch Conference 2026 held in San Jose, announces progress on TorchTPU and TorchNeuron

PyTorch Conference North America 2026 was held on October 20–21 in San Jose, attracting more than 3,500 attendees and focusing on accelerating open intelligence and projects including PyTorch, vLLM, DeepSpeed, Ray, Helion, and Safetensors. The event announced TorchTPU, a native PyTorch TPU backend developed in collaboration between Google and Meta, as well as TorchNeuron, a native backend for AWS Trainium, which entered public testing under Apache 2.0 on October 20. Shopify shared a case study of building a continuous learning loop with PyTorch and vLLM, saying it compresses production failures into model weights every day and has reduced serving costs by 96%.

The Ministry of Commerce and the Ministry of Science and Technology plan to add 23 AI technologies, including large models and agents, to the export control catalog

The Ministry of Commerce and the Ministry of Science and Technology issued Joint Announcement No. 48, proposing to add a total of 40 technologies in three major fields—artificial intelligence, biomedicine, and photovoltaics—to the Catalog of Technologies Prohibited or Restricted from Export in China. Among them, the 23 AI items cover large models, agents, computing power clusters, and information processing-related technologies, and interim registration management will be implemented immediately before the catalog takes effect. The author's analysis holds that technologies already in the public domain through open source or published papers may be exempted, but parts where only weights are open-sourced while know-how such as training methods and data engineering remains undisclosed are still within the scope of management; agent services such as Manus and Lovart are in principle unaffected, but three structures may trigger registration: deploying the technology stack to overseas servers, exporting Agent technology to overseas entities, or changing control to an overseas entity.
