In October 2026, the Ministry of Industry and Information Technology publicly announced the proposed list of projects selected for cultivation as Leading-Level Smart Factories for 2026, with 34 smart factory projects selected.
At present, China carries out tiered cultivation of smart factories at four levels: foundational, advanced, excellent, and leading. According to the "Element Conditions for Tiered Cultivation of Smart Factories (2026 Edition)," leading-level smart factories focus on intelligent transformation in their construction, promote the deep integration of next-generation artificial intelligence technology with advanced manufacturing technology and advanced management methods, and explore globally leading future manufacturing models. The construction of leading-level smart factories must cover five links: factory construction, R&D and design, production operations, production management, and operations management, and use "data + knowledge" to drive the reshaping of innovation paradigms, production methods, and management models.
Leading-level smart factories not only require major technical and economic indicators to be globally leading and the proportion of artificial intelligence technology application scenarios to be no less than 60%, but also aim to carry out the development and maturation of advanced technologies, core processes, and key equipment through methods such as "mother factories," achieving efficient, controllable external output and replication and promotion of advanced manufacturing capabilities, and promoting advanced manufacturing models and solutions to upstream and downstream of the supply chain. At the same time, the cultivated intelligent manufacturing solutions must achieve external output, form a relatively complete "standards cluster" for enterprise intelligent manufacturing, and promote the formation of industry and national standards.
As of the end of September this year, China had cumulatively built more than 13,000 advanced-level and more than 500 excellent-level smart factories, and had cultivated 15 leading-level smart factories. After the conclusion of this public announcement period, the cultivation list of leading-level smart factories will be expanded.
