MIIT: Combine "trade-in" to accelerate the popularization of AI computers, mobile phones and other products

Beijing News Shell Finance Report (Reporter Chen Weicheng) On the afternoon of October 19, at a press conference held by the State Council Information Office, Wei Wei, Director of the Department of Science and Technology of the Ministry of Industry and Information Technology, stated that according to estimates, the scale of China's artificial intelligence core industry will exceed 1.2 trillion yuan in 2025. At present, various intelligent products and services are accelerating their popularization and application: AI phones have entered "pockets," intelligent connected vehicles are running on "roads," and humanoid robots are accelerating their entry into "factories." At the end of last year, together with the Ministry of Commerce and 7 other departments, the "Implementation Opinions on the Special Action for 'Artificial Intelligence + Manufacturing'" was issued. Over the past year, the special action has been advanced in depth and achieved positive results.

Among them, the penetration rate of artificial intelligence technology applications among manufacturing enterprises above designated size exceeds 30%; the "Model-Data Resonance" action has been implemented in depth, focusing on 20 key industrial fields, building more than 500 high-quality datasets, and promoting more than 100 industrial intelligent agents; in the first half of 2026, shipments of various intelligent terminals will exceed 100 million units; as of the end of June this year, the number of artificial intelligence enterprises exceeds 6,600; a 60 billion yuan National Artificial Intelligence Industry Investment Fund has been established; and the "Measures for Ethical Review and Services of Artificial Intelligence Science and Technology" has been implemented to prevent and control ethical risks and promote the healthy development of the artificial intelligence industry.

Wei Wei stated that the next step will be to intensify efforts to advance the development of the artificial intelligence industry and empower the manufacturing industry, and to use more practical measures to help upgrade the quality of commodity consumption. The work will focus on three aspects:

First, strengthen technology supply. Through channels such as "open competition to select the best candidates for key research projects," continue to tackle key artificial intelligence technologies, orient toward real-scenario needs, accelerate the output of a batch of cost-effective and replicable intelligent solutions, promote the transformation and upgrading of traditional industries, and expand the development space of emerging and future industries.

Second, accelerate product renewal. Together with the Ministry of Commerce and other departments, and in conjunction with channels such as "trade-in," accelerate the popularization of products such as AI computers and mobile phones. Promote the research, development, and iteration of intelligent terminals such as brain-computer interfaces and embodied intelligence, develop intelligent industrial machine tools, intelligent agricultural machinery, and intelligent medical devices, and meet the intelligent needs of all industries.

Third, smooth the connection between production and sales. Cultivate a batch of high-quality artificial intelligence application service providers, continue to carry out "in-depth trips" for supply-demand matching, smooth the channels for intelligent products from workshops to commercial districts and from production to consumption, and let more "smart good products" be placed on shelves and benefit the people.
