Zheng Weimin: Domestic Computing Power Cannot Be Judged by Chips Alone; the Software Ecosystem Is Also Key

Beijing News Shell Finance Report (Reporter Zhang Xiaohui) On October 31, at the opening ceremony and main forum of the 2026 AI+ Conference, Zheng Weimin, academician of the Chinese Academy of Engineering, professor at Tsinghua University, and chairman of the Jiuyuan Intelligent Computing System Ecosystem Consortium, delivered a keynote speech on the domestic intelligent computing ecosystem.

Zheng Weimin pointed out that with the rapid growth of agent applications, the demand of large models for computing power continues to rise, the performance of domestic chips continues to improve, and prices are gradually gaining an advantage. However, for domestic computing power to truly achieve large-scale application, the key lies not only in chip performance, but also in building a unified software system and an open, collaborative industrial ecosystem.

In his view, the purchase price of chips does not equal the actual cost of use. Different chips often require separate software adaptation and performance optimization. Even if the hardware price has an advantage, if subsequent software development and maintenance investment is too high, the overall cost of use may still be relatively high.

In response to this issue, Zheng Weimin introduced the Jiuyuan Intelligent Computing System Ecosystem Consortium's exploration in a unified software architecture. Through unified computing libraries, communication libraries, runtime, and programming systems, different types of chips can run on a unified software platform, reducing repetitive adaptation and development work and enabling software optimization results to be reused across different hardware platforms.

He also proposed that training and inference can adopt different computing power configuration strategies: training is more suitable for using homogeneous chips to improve computational collaboration efficiency; inference can combine heterogeneous chips according to the characteristics of different computing tasks to improve overall computing resource utilization.

Zheng Weimin believes that the development of domestic intelligent computing should not focus only on chip manufacturing, but also needs to strengthen the construction of a unified software ecosystem. Through collaborative cooperation among universities, research institutions, and software and hardware enterprises, it should promote domestic computing power to move from single-point adaptation to systematic innovation.
