NRTA issues new regulations on cable TV and IPTV operation services
The National Radio and Television Administration published on October 27 the Provisions on the Administration of Cable Broadcasting and Television Operation Services (NRTA Order No. 17) and the Interim Provisions on the Administration of Interactive Network Television Operation Services (NRTA Order No. 18). Both sets of provisions were reviewed and approved at the NRTA's executive meeting on October 23 and will take effect on November 27, 2026. Order No. 17 simultaneously repeals Order No. 67 of the former State Administration of Radio, Film and Television, the Interim Provisions on the Administration of Cable Broadcasting and Television Operation Services.
Both sets of provisions require that operation services adhere to the principle of prioritizing live broadcasts, enable the function of watching full-screen live TV upon power-on, provide channel replay entry points, and prohibit playing boot advertisements. Smart TVs should support the function of prioritizing live channel presentation and provide convenient settings entry points. Operation service providers must also provide convenient settings entry points so users can choose whether to enter live TV or the TV interactive homepage upon power-on, set up a free section on the homepage, streamline the number of paid sections and clearly disclose program pricing information, shorten boot times, and enable one-button switching of live signal sources via the remote control.
Regarding penalties, violations of Article 8 and the above-mentioned boot live broadcast clauses (Article 12 of Order No. 17 and Article 11 of Order No. 18) shall be ordered to correct by the radio and television authorities of county-level or higher people's governments and given warnings or circulated criticism; in serious cases, a fine of not less than 10,000 yuan and not more than 100,000 yuan shall also be imposed. What I want most right now is still a pure TV without a built-in "smart operating system." AI tools can now change the TV boot desktop, and only then did they remember to issue this. Nobody watches TV anymore, yet they keep at it. The fines aren't even a fraction of the ad revenue. The thing hindering TV development is this agency itself, isn't it? Who even watches these satellite channels anymore? View all 75 comments

Apple announced an update to Apple Creator Studio on October 27. Final Cut Pro for Mac now has MotionVFX built in, offering thousands of elements including templates, graphics, title fonts, and transitions, as well as rotoscoping, tracking, and color grading tools. Editors can open images from the timeline directly in Pixelmator Pro, with changes automatically saved back to the project, and can also access stock videos, photos, and backgrounds from Apple's curated content library in Final Cut Pro.
Logic Pro for Mac and iPad adopts the Liquid Glass design. The redesigned browser in the Mac version integrates loops, instruments, and sound effect patches in one place, and uses the on-device audio analysis tool Music Understanding to automatically analyze, categorize, and tag added sounds. The stem splitter has been upgraded, allowing drums to be separated, replaced, or rebalanced without the original multitrack. Keynote, Pages, and Numbers have launched AI features in beta, including new MCP (Model Context Protocol) support that lets external AI agents and tools directly read content, perform edits, and automate operations in these three apps; this feature requires macOS 27 or later. Keynote also supports the JSON-based open format Keynote Interchange Format, with the .keyx extension.
The update will be released for free via the App Store in November this year. New subscribers pay 38 yuan per month or 380 yuan per year, with a one-month free trial; customers who purchase a new Mac or an eligible iPad can enjoy a three-month free trial; new subscribers among university students and faculty can enjoy the education discount price of 18 yuan per month or 180 yuan per year. Google DeepMind releases Genie 4
Google DeepMind released the world model Genie 4 on October 27 for real-time interactive simulation. Google says Genie 4 combines the capabilities of the Gemini series of models, among which Gemini Omni is responsible for making the simulation closely resemble the appearance and behavior of the real world, while other Gemini models provide the complex reasoning needed to maintain the coherence of the simulation. Users can adjust scenes in real time using natural language, for example moving the camera, changing the weather, or adding new characters, and each world also generates native audio instantly, including ambient sound, music, and interactive dialogue.
The Genie 4 world model can provide a safe training environment for robots and agents, and can also assist creative tools in industries such as film, news, gaming, and manufacturing. Genie 4 has now begun rolling out to a small number of trusted testers, and Google says it will soon open it to Google AI Ultra subscribers in Project Genie, as well as to early access partners of the Gemini API and AI Studio. 2
Ant Group releases Lingguang 2.0
Ant Group released the AI assistant Lingguang 2.0 on October 27. With user authorization, version 2.0 can proactively identify needs, then analyze, monitor, and follow up, reminding users at the points that require their attention, shifting its positioning from "task executor" to "affairs manager." This upgrade involves three capabilities: cross-session memory, long-horizon task scheduling, and tool connectivity; relying on an independent cloud host, tasks continue to run after the user exits the conversation.
Ant gives examples: after the user authorizes Alipay, Lingguang can sort out bills, find forgotten automatic renewal subscriptions, and give savings suggestions; it can also keep an eye on price drops for flights and hotels, or extract to-do items from teachers' notices in DingTalk class groups. Lingguang 2.0 supports, in an open environment, calling protocols such as MCP for connecting external tools and command-line tools, and has built-in services including Alipay bills, membership, travel, DingTalk, Feishu, email, and Mijia. Brief news worth a look
According to an update response Apple provided to 9to5Mac, MacRumors, and CNBC, regarding reports that the inner screens of some iPhone Duo units are cracking along the hinge, Apple says it is aware of a small number of iPhone Duo units with inner screen issues, and users encountering screen problems should contact AppleCare for a replacement.
Apple released the official version of iOS 27.2 in the early hours of October 27. The China-market iOS 27.2 offers a new setting under "Settings" > "Privacy & Security" > "Motion & Fitness" > "Limit Motion Data," which can restrict added apps from reading accelerometer and gyroscope data, effectively blocking splash-screen ad interactions such as "shake to jump."
RayNeo officially announced on October 27 its fourth-generation binocular full-color AI glasses, the RayNeo iO+, and simultaneously released real-shot photos of actor Jiang Qiming wearing the new product along with some technical information; specific technical parameters, feature configuration, official release time, and pricing have not yet been disclosed.
OpenAI published a page on October 26 announcing three achievements of its AI models in the fields of mathematics, computer science, and physics. In mathematics, OpenAI says the model provided a proof of the Sogge local smoothing conjecture, proposed in 1991, in all dimensions; the model output was obtained on October 18. This conjecture implies the Kakeya conjecture and the Stein restriction conjecture, and these two conjectures were also resolved along with it. In computer science, OpenAI says the model proved that the exponential time hypothesis does not hold, with the result obtained on October 16. In physics, OpenAI says the model provided a mathematically rigorous proof of the existence of certain four-dimensional interacting quantum field theories containing gauge fields and fermions, including a proof of the existence of pure Yang-Mills theory; the natural-language proof of the existence of Yang-Mills was produced on September 9.
NVIDIA and Meta announced on October 27 an expansion of their collaboration on Muse and the Muse series of models. NVIDIA will invest 3 billion US dollars and participate in Meta's equity offering. In the forward-looking statements of its press release, NVIDIA calls this a proposed investment and mentions its expected completion and any applicable closing conditions, meaning the investment has not yet been completed. AMD also announced on October 27 that it will invest 1 billion US dollars in Meta's equity offering, and said that the first batch of AMD Helios rack-scale systems has been installed and entered testing at Meta; Meta is an early-definition customer of the Instinct MI450 architecture. What's going on with the music icon in 27.2, is Apple in mourning? What's going on with the music icon in 27.2, is Apple in mourning? This year it's not just jumps, it also automatically opens livestreams playing in the background! Finally no more putting up with it!
