Garry Tan said that Capy Captains boosted his issue-fixing throughput by about 5x overnight, and called the ability to coordinate across multiple captains and sub-threads a huge breakthrough. The Capy announcement he cited shows that Captains and Issues in Capy 0.7.0 are now generally available (GA).
