In November 2026, the General Office of the Hunan Provincial People's Government recently issued the "Several Measures on Accelerating the Construction of the 'Six Networks'" (hereinafter referred to as the "Measures"), focusing on the water network, new-type power grid, computing network, new-generation communications network, urban underground pipeline network, and logistics network, and proposing 20 measures in six areas—project planning, approval services, factor guarantees, coordinated construction, investment and financing, and coordination mechanisms—effective from the date of issuance for a period of five years.
Where will the money for the "Six Networks" construction come from? The "Measures" give a clear answer: a separate annual local government special bond quota of 10 billion yuan will be set aside to support eligible projects in preferentially issuing special bonds to be used as project capital; in the provincial major project preliminary work fund pool with an annual total scale of 2 billion yuan, no less than 30% of the quota will be allocated each year specifically for the preliminary work of major "Six Networks" projects; when applying for ultra-long-term special government bonds, central budget investment, and other funds, priority ranking and support will be given.
Approval procedures will be accelerated. For "Six Networks" projects that require demonstration of fiscal funding sources and joint investment review, opinions will in principle be issued within 7 days; for preliminary procedures such as land use and forest land use, energy conservation review, and construction permits, the processing time for a single approval matter will in principle not exceed half of the statutory time limit, and the approval time for environmental impact reports will be reduced to half of the statutory time limit. Power transmission and distribution projects will be exempt from obtaining project planning permits and construction permits.
In terms of land use guarantees, the new construction land indicators for "Six Networks" projects will be coordinated and allocated by the province, with guarantees provided as needed, and where cities and counties cannot guarantee cultivated land occupation-compensation balance indicators, the province will coordinate them; where the conditions for allocation are not met, methods such as flexible-term transfer, lease-first-then-transfer, and long-term leasing may be adopted.
In terms of energy use, computing projects will give priority to source-grid-load-storage and green electricity direct connection power supply; computing facilities will be encouraged to participate in the electricity market as flexible adjustment resources; where the green electricity direct connection model is adopted, the proportion of surplus electricity fed into the grid may be appropriately relaxed.
Private capital has been explicitly "reserved a place." At the project initiation stage of government-led projects, a dedicated chapter must be included in the feasibility study report to carry out feasibility demonstration of private capital participation, and those without such demonstration will be returned; no fewer than 4 batches of project lists to be promoted to private capital will be published each year; the proportion of provincial budget infrastructure funds under the multi-network coordination special fund used to support private capital projects shall be no less than 50%, and the provincial budget infrastructure funds under the private economy special fund will provide a maximum subsidy of 5 million yuan per major investment project of private enterprises participating in the construction of the "Six Networks."
The "Six Networks" require coordinated construction. The "Measures" make clear that 200 million yuan will be allocated from provincial budget infrastructure funds to support major landmark projects involving multi-network coordination, software-hardware coordination, and scenario coordination among "Six Networks" projects. A batch of intelligent transformation and digital upgrading projects in industrial parks will be promoted, with provincial budget infrastructure funds providing support of no more than 10 million yuan per project.
The "Measures" make clear. Government-affiliated "Six Networks" application scenarios will be opened in an orderly manner, and provincial, municipal, and county state-owned enterprises will be promoted to open more than 50 various scenarios each year. Major scenario application projects will be given subsidies of no more than 2 million yuan per project. Enterprises and institutions that lead (rank first in) the formulation of national standards and international standards will be given subsidies of 500,000 yuan and 1 million yuan respectively.
In terms of organizational guarantees, the "Six Networks" will implement a one-network-one-promotion mechanism, with each network led by a provincial leader and coordinated by an industry competent department. The "Measures" also make clear that the bottom line of not adding new local government hidden debt will be strictly observed, and engineering projects will be resolutely prevented from stalling or becoming unfinished.

For high-frequency matters such as water withdrawal permits and soil and water conservation approvals, optimize the approval process through acceptance with deficiencies permitted before project commencement, so as to achieve faster and more efficient approval. (Responsible unit: Provincial Department of Water Resources)
III. Strengthen Factor Guarantees
(7) Strengthen planning and land use guarantees. Incorporate the planned land use needs of "Six Networks" projects into the "one map" of territorial spatial planning in an overall manner and implement annual dynamic maintenance. New construction land use indicators for projects shall be allocated under provincial-level overall planning and guaranteed as needed. For major "Six Networks" construction projects whose cultivated land occupation and compensation balance indicators cannot be guaranteed by the city or county, the province shall provide overall guarantee. Where the projects comply with the Catalog of Land for Allocation, allocation procedures shall be handled in accordance with the law; where they do not meet the conditions for allocation, flexible methods such as transfer with flexible term, lease before transfer, and long-term lease shall be supported to guarantee land use. For major projects not included in the original territorial spatial planning but already listed in the annual dynamic maintenance plan, support shall be given to implement project-specific acceptance review with deficiencies permitted before the dynamic maintenance plan is approved, so as to shorten the time for project implementation. (Responsible unit: Provincial Department of Natural Resources)
(8) Support energy-saving transformation and green electricity consumption.
