An AI OPC (hereinafter referred to as "OPC") is a new type of lightweight entrepreneurial form that relies on AI large models, inclusive computing power, intelligent tools and digital service systems, takes the individual as the core, and independently completes the full-chain business loop of creative design, product R&D, delivery services and so on.

The "Notice on Supporting the Pilot Innovation and Development of AI OPCs in Hangzhou and Other Places" makes clear that pilot exploration will be carried out in Hangzhou, Ningbo, Wenzhou, Jiaxing and other places, OPC support policies will be issued around space, computing power, data, talent, finance, services and other aspects, the innovative development of OPCs in fields such as intelligent manufacturing, smart healthcare and digital creativity will be promoted, and the construction of a multi-level AI development pattern will be supported.

—Open application scenario resources, regularly release scenario opportunity lists and capability lists, encourage small, medium and micro enterprises to choose OPC services for lightweight intelligent transformation, and government procurement units shall place orders and make first purchases from OPCs.

—Strengthen cross-border scenario layout, support OPC enterprises in enjoying cross-border e-commerce comprehensive pilot zone policies, promote the going global of OPC enterprises' digital content, and provide international internet access services.

—Provide compliance guidance services, compile OPC compliance and risk prevention guidelines, implement filing for generative AI services, explore "sandbox regulation," promote service-oriented law enforcement and flexible regulation, and establish a list of minor violations not subject to punishment.

—Foster an innovation and entrepreneurship atmosphere, give play to the role of the Zhejiang OPC Innovation Ecosystem Service Consortium, hold OPC entrepreneurship competitions, achievement roadshows, demand-matching and other activities, and build the distinctive "Zhejiang Super Individual" IP.

Three organizations release empowerment lists; multi-party collaboration supports innovative development

At the meeting, Alibaba Group, Zhejiang University Science Park Development Co., Ltd., and China Telecom Zhejiang Company released lists of empowerment items supporting the innovative development of AI OPCs in Hangzhou and other places.

Alibaba Group stated that it will explore more mature OPC community operation models in areas such as AI vision and training empowerment, cloud resource and AI tool support, community group purchasing discounts, competition and exposure empowerment, and visits and ecosystem matchmaking, and form a long-term matchmaking mechanism in which "leading enterprises set the problems and OPCs solve them."
