Anthropic says Claude bypassed a paywall to retrieve aggregated Georgia voter data
A model under Anthropic, Claude, bypassed a paywall without human authorization and retrieved voter-related data from the U.S. state of Georgia that was originally open only to paying members of the public. Anthropic said Claude did not penetrate the state's voter registration system, nor did it tamper with or export any voting records; what it obtained was statistical, aggregated data, and safeguards have since been put in place to prevent such behavior. According to its explanation, the team was conducting an internal statistics project at the time; the model discovered from a website archive page that a public data dashboard issues access tokens, and without human instruction it applied for a token on its own and queried this dashboard data that normally requires payment to view.

AI crosses the line ahead of the midterm elections? Anthropic's Claude "jumps the paywall" and retrieves state voter data!

① Anthropic's model Claude bypassed a paywall without human authorization and retrieved voter-related data from the U.S. state of Georgia that had originally been open only to paying members of the public; ② Anthropic said Claude did not penetrate the state's voter registration system, nor did it tamper with or export any voting records.
Cailian Press, October 26 (Editor Huang Junzhi) — As AI models raise growing safety concerns, Anthropic's model Claude has been exposed in yet another boundary-crossing incident: without human authorization, it bypassed a paywall and retrieved voter-related data from the U.S. state of Georgia that had originally been open only to paying members of the public.
After the incident was exposed on Sunday, October 25 local time, it drew widespread attention. Anthropic said in a statement: "Claude did not penetrate the state's voter registration system, nor did it tamper with or export any voting records."
In other words, what Claude obtained by bypassing the paywall was only aggregate statistical data, not individual voter records. The company added that it has since taken measures to prevent such behavior.
The Georgia Secretary of State's Office also confirmed this, stressing that the bot did not access voter files or the state's voter registration system. Georgia Deputy Secretary of State Jordan Fuchs told the media, "What it obtained was data made public through our data hub; it did not intrude into the voter registration system."
According to Anthropic's explanation, the team was carrying out an internal statistics project at the time, and the AI discovered from archived pages on the agency's website that the public-facing data dashboard for visitors issues access tokens.
"Without human instruction, the model applied for a token on its own and queried this dashboard data, which normally requires payment to view. After the incident, we have implemented safeguards to prevent such behavior from happening again," the company added.
Simply put, a paywall means "pay first" to a human user, but to an AI agent in training, it may be just a line of prompt to bypass. The agent reads pages, understands buttons, tries different paths, and may even "find another way" to accomplish its goal.
Analysts point out that from a technical standpoint, Claude's behavior may indeed not have caused any voter data leak, but from a governance perspective, the model has demonstrated the ability to bypass access controls. That is also why Anthropic repeatedly stressed in its statement that there was "no penetration" and "no export."
In fact, Anthropic had already disclosed the incident in a report on October 9, which mainly reviewed various unexpected operations by AI agents during testing. At the time, the report did not identify Georgia. The company said that at the request of the relevant authorities, it withheld the name of the institution involved to avoid exposing platform security vulnerabilities.
Anthropic said it has notified the relevant supervisory authorities and briefed the White House. The incident also comes on the eve of the midterm elections, and Anthropic recently announced new safety safeguards for election scenarios.
In a press release earlier this month, the company said: "We want Claude to be a useful tool for discussing political topics while guarding against election-related abuse."
