It is reported that, as part of Wednesday's budget, the UK government will spend 100 million pounds, with the support of leading AI companies, to build this "world-first" institution.

The official statement said that the laboratory will become the world's first institution dedicated to AI biosafety work, using AI technology to detect and monitor biosafety threats. In addition to direct government funding, the laboratory will also receive up to 200 million pounds worth of AI model invocation credits provided by OpenAI and Anthropic; at the same time, the laboratory will also carry out in-depth cooperation with Google DeepMind and life sciences innovation company Basecamp Research.

At present, the specific functional structure and business boundaries of the laboratory have not yet been fully disclosed.

But UK Minister for AI Narayan said that this will be an "important new global institution" that will bring together "world-leading scientific expertise" to ensure that the UK can protect its citizens and achieve national goals in the process of AI development.

"This means staying ahead of emerging threats—from cyberattacks to biological risks—while developing more of the critical technologies on which our national security depends," Narayan pointed out. "By supporting UK science, advanced chips and homegrown AI companies, we can strengthen national security, revitalize Britain's industrial strength, and create high-quality, skilled jobs across the country."

The AI-related funding support announced in this announcement also includes: an additional 120 million pounds budget for the UK AI Safety Institute—the institution specifically responsible for regularly evaluating the most cutting-edge AI models and currently the UK government AI regulatory body that has received the largest scale of funding; at the same time, an additional 23 million pounds will be allocated to the UK AI Economy Institute, which is being established, for special assessment of the long-term impact of AI on the macroeconomy, etc.

UK Chancellor of the Exchequer John Healey said, "Artificial intelligence will change daily life: every business, every community, every hospital, every school and every aspect of our economy will benefit from it."

"I understand and agree with workers' concerns, so I will propose a set of AI development plans with distinctive British characteristics. This plan will neither leave workers behind, nor defend our national interests, while ensuring that the benefits brought by AI-driven growth can reach all parts of the country," Healey said.

Although it lags behind the United States and China in cutting-edge AI models, this strategy is the UK's latest key measure to strive to remain competitive in the AI field. The UK is currently trying to play the role of a "fair mediator" in regulation and standardization, a stance different from that of the EU, which imposes strict regulation on the technology.

"Artificial intelligence is changing the nature of the biological risks we face and of biological discovery, and we appreciate the UK government's foresight in opening an AI biosafety laboratory," said Matt Clifford, head of international affairs at Anthropic, who previously served as AI adviser to the UK Prime Minister until June last year.

"Combining frontier AI, Britain's scientific strength and the government's expertise to detect threats earlier and accelerate the development of medical treatments will help deploy AI safely across industries and society," Clifford added.
