Shanghai issues a new-generation intelligent manufacturing action plan: to push 8,000 humanoid robots into factories by 2028

The Shanghai Municipal Commission of Economy and Informatization has issued the "Shanghai Action Plan for Accelerating the Development of New-Generation Intelligent Manufacturing," proposing that by 2028 the city achieve full coverage of intelligent factories among key manufacturing enterprises, cultivate 500 advanced-level intelligent factories, push 8,000 humanoid robots into factories, and reach an industrial robot density of 600 units per 10,000 people. The plan also calls for developing 10 advanced and applicable vertical-domain large models, launching more than 300 high-level intelligent agents, and driving the scale of the AI-empowered new intelligent manufacturing equipment industry to exceed 200 billion yuan.

据上海市经济信息化委发布的消息，上海市经济信息化委印发《上海市加快发展新一代智能制造行动方案》。方案提出，到2028年，实现全市重点制造企业智能工厂全覆盖，推动AI在智能工厂应用普及全覆盖，培育500家先进级智能工厂，AI在制造业应用场景突破2000个，开发10个先进适用的垂域大模型，推出300个以上高水平智能体，工业机器人密度达600台/万人，推动8000台人形机器人进工厂。方案还明确，推动AI赋能的新型智能制造装备产业规模突破2000亿元，智能制造系统集成产业规模达1000亿元。
智能制造是指新一代信息通信技术与先进制造技术深度融合的新型生产方式，涵盖研发设计、生产制造、运营管理等环节，产业链上游为工业软件、传感器、控制系统等基础软硬件，中游为智能装备与系统集成，下游广泛应用于汽车、电子、装备等行业。从政策进程看，10月21日，工业和信息化部工业软件标准化技术委员会成立，负责关键技术、数据互操作、产品服务、融合应用及生态建设等行业标准制修订工作，引导和推动工业软件产业高质量发展。
国泰海通指出，工信部成立工业软件标委会，以及研究起草新一代智能制造政策，强化了AI与制造业全链条融合的政策导向，后续配套措施落地有望带动工业软件智能化升级与智能制造项目需求释放。
招商证券判断，伴随Agentic AI应用逐渐成熟，AI端侧的“入口价值”正逐渐显现，大厂Agent与AI终端密集落地，2027年一季度可能是重要的验证窗口。
