The Shanghai Municipal Commission of Economy and Informatization on October 27 published the "Shanghai Action Plan for Accelerating the Development of New-Generation Intelligent Manufacturing" (hereinafter referred to as the "Plan"), proposing the overall approach of "scenario-driven, model-driven, equipment upgrading, and capability spillover," with the integration of AI across the entire manufacturing chain as the main line and smart factories as the key vehicle, to achieve by 2028 full coverage of smart factories among the city's key manufacturing enterprises, full coverage of AI application popularization in smart factories, and completion of the "54321" goals.

The Plan specifies that by 2028, all key manufacturing enterprises in the city will achieve full smart factory coverage, cultivating 500 advanced-level smart factories; AI application scenarios in manufacturing will exceed 2,000; 10 advanced and applicable vertical-domain large models will be developed, and more than 300 high-level intelligent agents will be launched; new infrastructure meeting the needs of new-generation intelligent manufacturing will be built, with industrial robot density reaching 600 units per 10,000 people, and 8,000 humanoid robots will be pushed into factories; the scale of the AI-empowered new intelligent manufacturing equipment industry will exceed 200 billion yuan, and the scale of the intelligent manufacturing system integration industry will reach 100 billion yuan.

The so-called "54321" goals are: cumulatively cultivate 500 advanced-level, 50 excellence-level, and 5 leading-level smart factories; form a four-tier, clearly graded smart factory cultivation system of basic level, advanced level, excellence level, and leading level; build three tiers of new-generation intelligent manufacturing comprehensive service providers according to "single-point implementation type, system integration type, and intelligence-leading type"; build two major service platforms for intelligent manufacturing supply-demand matching and intelligent manufacturing going global empowerment; and lay out one intelligent manufacturing pilot-test verification platform with functions such as intelligent manufacturing equipment verification, industrial large model testing, and standards compliance testing.

The Plan proposes focusing on the key links of intelligent manufacturing—"perception—control—execution—interconnection"—to tackle and break through core technologies and basic components; supporting the deep integration of AI technology and equipment, developing and promoting new intelligent manufacturing equipment, and promoting the upgrading of intelligent manufacturing equipment into "equipment intelligent agents." Build more than 10 vertical-domain large models for industries such as high-end equipment, shipbuilding and marine engineering, and industrial software; launch more than 300 intelligent agents or specialized models for high-value scenarios such as aided design, adaptive production adjustment, and predictive maintenance.

Promote the implementation of AI security products such as security large models and security intelligent agents in manufacturing, create 10 benchmark scenarios such as intelligent penetration testing and AI security operations centers, launch 20 cybersecurity products that deeply apply large models, and build a new "using models to govern models" protection paradigm. Promote more than 10% of high-quality industrial enterprises to achieve classified and graded management of industrial internet security. Strengthen classified and graded data management and security protection, and promote more than 50 high-quality enterprises to carry out important data identification, graded protection, and risk assessment.

Guide manufacturing enterprises to reasonably deploy necessary intelligent manufacturing equipment, software, and systems, to achieve real-time collection of core data, automation of key production processes, and informatization of production and business management. Each district shall promote manufacturing enterprises in its region to carry out "self-assessment and self-construction" of basic-level smart factories. By 2028, the cumulative number of basic-level smart factories will reach 1,600.

Promote the widespread deployment of intelligent manufacturing equipment, software, and systems in basic-level smart factories, and accelerate upgrading to advanced-level smart factories. By 2028, the cumulative number of advanced-level smart factories will reach 500. Promote advanced-level smart factories to carry out comprehensive optimization across the entire product life cycle and all links of the supply chain, promote multi-scenario system-level applications, and steadily leap toward excellence-level smart factories. By 2028, the cumulative number of excellence-level smart factories will reach 50. Promote excellence-level smart factories to accelerate the deep integrated application of vertical-domain models and industrial intelligent agents, explore future manufacturing models, drive changes in industrial models and enterprise forms, and by 2028 cultivate a cumulative total of 5 leading-level smart factories.

Focusing on all links including R&D and design, production and manufacturing, operation and maintenance services, marketing services, and supply chain management, promote a 100% AI popularization rate in basic-level smart factories according to "single-scenario pilot, multi-scenario integration, factory-level reconstruction," with the proportion of AI application scenarios in advanced-level, excellence-level, and leading-level smart factories reaching 10%, 30%, and 70% respectively, and AI application scenarios in smart factories exceeding 2,000, effectively improving enterprise production efficiency and steadily shortening R&D cycles.

Create "AI+Manufacturing" model enterprises. Build 10 "AI+Manufacturing" model enterprises characterized by high-density distribution of intelligent agents and multi-scenario integration, launch landmark intelligent production lines and landmark intelligent products, promote humanoid robots entering factories, explore paths to change the underlying logic of manufacturing and achieve leaps in quality and efficiency, and form full-process digital and intelligent transformation demonstrations that can be replicated and promoted within the industry.

Support chain-leading enterprises in driving upstream and downstream enterprises to carry out "chain-style" transformation. Facing the transformation needs of small and medium-sized enterprises, develop and promote specialized "small, fast, light, and precise" solutions to lower the threshold for transformation. Support enterprises in different industries and with different forms of ownership to accelerate the formation of distinctive intelligent transformation paths based on existing foundations.

Improve the construction of the intelligent manufacturing standards system, promote the transformation of advanced international standards and the going-global of local standards. Build an intelligent manufacturing supply-demand matching platform and establish a closed-loop ecosystem of "technology tackling—scenario implementation—model replication." Build an intelligent manufacturing going-global empowerment platform to accelerate the going-global of high-quality products and high-level solutions from intelligent manufacturing service providers.

In terms of talent support, build a tiered cultivation system for interdisciplinary intelligent manufacturing talent, and implement cultivation programs for intelligent manufacturing frontier deployment engineers and smart factory continuous operation engineers. Deepen the integration of industry and education, improve a training course system covering multi-level intelligent manufacturing talent, and increase training for industrial workers and skilled talent.
