Hainan Province Computing Power Technology Co., Ltd. and Tencent Cloud signed a strategic cooperation agreement to jointly create an integrated "AI + computing power" solution for the Hainan government and enterprise market. Tencent Cloud will provide resources such as high-performance computing, intelligent computing power, storage, and networking to support the large-scale training and inference needs of the provincial-level artificial intelligence public service platform. The two parties will also carry out business cooperation around large model invocation tokens, and, leveraging the institutional advantages of the free trade port's cross-border data flow regime, explore commercialization paths such as token going global and cross-border computing power export.

10月29日，海南省算力科技有限公司与腾讯云计算（北京）有限责任公司在深圳正式签署战略合作协议。双方将围绕算力基础设施、大模型Token服务及AI办公应用等方向开展深度合作，共同打造面向海南政企市场的"AI+算力"一体化解决方案。
其中，在算力合作层面，腾讯云将为海南算力及其服务的客户提供涵盖高性能计算、智能算力、存储及网络在内的算力资源与配套服务，以稳定、弹性的算力供给支撑省级人工智能公共服务平台的大规模训练与推理需求。在Token合作层面，双方将围绕人工智能大模型服务开展Token（模型调用计量单位）相关的商务合作，包括但不限于大模型调用Token，并结合自贸港数据跨境流动的制度优势，共同探索Token出海、跨境算力输出等创新业态的商业化路径。
