Progress Report on the AI Capacity-Building Action Plan for Good and for All(hereinafter referred to as the Report) was compiled by the team of the Global Center for AI Innovation and Governance. Professor Chen Zhimin, Vice President of Fudan University and Executive Director of the Global Center for AI Innovation and Governance, was interviewed by China Media Group and interpreted the content of the Report at the sub-forum on "Promoting Inclusive Development of Artificial Intelligence," hosted by the Chinese People's Institute of Foreign Affairs and co-organized by the China Institute of International Studies.

The Report points out that the global intelligence divide is accelerating, and the international community's demand for strengthening AI capacity building has become more urgent. The focus of Global South countries has expanded from directly acquiring technology to addressing shortcomings in industrial foundations, talent reserves, data corpora, and security governance, and they are further calling for equal participation, striving for development autonomy, and enhancing their representativeness in rule-making.

Two years ago, China proposed the AI Capacity-Building Action Plan for Good and for All (hereinafter referred to as the Action Plan), which both responded to the practical needs of Global South countries and has been continuously translated into cooperation mechanisms and implemented projects in practice. Under the multilateral framework of the United Nations, relevant parties have built cooperation channels through the Group of Friends of AI Capacity Building, with the scope of cooperation expanding from isolated technical assistance to full-chain capacity building covering data, models, talent, industry applications, and security governance, while the participants in cooperation have continued to expand and become increasingly diverse.

The Report selects a number of representative cases from the implementation practices of the ten actions of the Action Plan. For example, the FlagOS open-source computing foundation significantly lowers the intelligence threshold for developing countries; the "Mazu" disaster early-warning system empowers the implementation of the Sustainable Development Goals with artificial intelligence; and the World AI Cooperation Organization builds an international cooperation platform. In addition, the implementation practices of the ten actions also cover multiple key areas such as large models for basic science, development of multilingual large models, capacity-building education and training, data governance, and cross-border security governance, building a complete chain from technology accessibility to capacity autonomy.

By systematically reviewing the practical explorations of the past two years, the Report summarizes four important insights: first, technology accessibility is the starting point, and autonomous development is the goal; second, demand-driven approaches and extensive consultation and joint contribution determine whether projects can be implemented; third, data, models, talent, and governance must be advanced in a coordinated manner; fourth, open source and openness are the prerequisite for achieving inclusive development.

Over the past two years, the Action Plan has moved from a principled initiative to inclusive practical action. Bridging the intelligence divide cannot rely on a single training session or a single project; it requires sustained and unremitting efforts. Looking to the future, as the next stage of the Action Plan is further advanced, people from all sectors at home and abroad should further contribute to building a global governance framework, standards and norms, and relevant action guidelines with broad consensus, continuously improve the supply level of capacity building, work together with all parties for cooperative development, and translate more research outcomes into affordable, sustainable, and replicable international public goods, so that artificial intelligence can become a powerful positive force for enhancing the well-being of all humanity and promoting the progress of human civilization.

The research, compilation, and thematic interpretation of the Report are the latest achievements of the Center in continuously tracking and deeply participating in the global AI governance process. Relying on Fudan University's advantages in global AI governance, interdisciplinary research, and international cooperation networks, the Center continues to deeply participate in the building of global AI governance mechanisms under the UN framework, promotes the establishment of a UN-supported global AI capacity development network, actively advances the aggregation of resources and implementation practices related to capacity building, and continuously conducts research on global AI governance, especially issues such as capacity building in the Global South.
