Shanghai unveiled the deployment plan for the "Star Hub Plan" at the 2026 Satellite Internet Industry Ecosystem Conference. The plan is to be advanced in three phases, completing the deployment of 800 computing satellites and 200 edge satellites between 2031 and 2032, with space-based computing power reaching millions of TOPS. From 2026 to 2027, domestically produced GPUs will be used to establish the space-ground dual-computing technical link, achieving 32 POPS of computing power and a 200 Gbps inter-satellite communication rate; from 2028 to 2030, the plan is to launch 50 computing satellites and 100 edge computing satellites. The plan is led in development and operation by Shanghai XingShu TianSuan Aerospace Technology Co., Ltd., which already released the first constellation at the World Artificial Intelligence Conference in July this year.

IT之家 10 月 27 日消息，2026 卫星互联网产业生态大会于今日（10 月 27 日）在上海召开。据界面新闻报道，上海正式启动筹建卫星互联网产业基金。该基金由市区两级投资平台联合社会资本共同发起，将发挥国有资本杠杆作用，赋能技术创新，培育产业生态。
复旦大学党委副书记、副校长迟楠在会上公布了“星枢计划”的部署规划。该计划分三个阶段推进：
2026-2027 年，全面打通天地双算技术链路，采用国产 GPU，实现 32POPS 算力和 200Gbps 星间通信速率；
2028-2030 年，推动天基算力网络规模化，计划发射 50 颗算力卫星和 100 颗边缘计算卫星，包括 24 颗光学遥感星座、48 颗 SAR 星座和 28 颗气象星座；
2031-2032 年，目标成为全球领先的算力网络运营商，完成 800 颗算力卫星和 200 颗边缘卫星部署，天基算力达到百万级 TOPS，建成天地一体化算力数据中心，实现算力产业年产值突破千亿元。
星枢计划是上海星枢天算航天科技有限公司牵头研制与运营的天基智能计算网络项目。今年 7 月 18 日，在 2026 世界人工智能大会上，“星枢计划”首发星座正式对外发布。该计划是上海重点布局的太空算力产业标杆项目，项目定位为上海市旗舰级太空算力星座工程。该星座由三颗卫星组成，核心是通过太空直接处理数据，减少对地面设备的依赖。
IT之家查询公开资料获悉，10 月 27 日 —29 日，2026 卫星互联网产业生态大会在上海松江富悦大酒店举行。本次大会由上海垣信卫星科技有限公司、上海卫星互联网研究院有限公司等产业链骨干企业共同主办，上海新兴信息通信技术应用研究院、上海长三角新兴高端产业促进中心承办。
大会将集中呈现过去一年产业发展成效，发布新一轮政策与建设方案，深化产业供需对接和生态合作，推动上海全链条产业优势转化为创新优势与发展动能。大会主论坛将发布《上海市卫星互联网产业创新发展行动方案（2027—2030 年）》，发布“6G+AI+ 卫星互联网 + 天基计算”空天地一体化产业集群建设方案，并举办长三角卫星互联网供需平台试运行启动、融资需求发布等系列活动。
