NDRC's Wang Ruomeng responds to AI's employment impact, proposing monitoring and early-warning and social security linkage measures

Wang Ruomeng, deputy director of the Department of Innovation and High-Tech Development at the National Development and Reform Commission, said at a press conference that the commission will closely monitor the impact of artificial intelligence on employment structure, promote the inclusion of new occupations such as model trainers and data annotators in the national occupational classification system, and strengthen monitoring and early warning of job displacement risks. The General Office of the State Council recently issued the Opinions on Adapting to the Development of Artificial Intelligence Technology to Help Build an Employment-Friendly Development Model, proposing to enhance the positive effect of AI in creating jobs and mitigate the impact of job displacement. Wang Ruomeng also mentioned that, in response to issues such as algorithmic discrimination, deepfakes, and privacy leaks, technical means will be used to enhance the ability to trace the sources of abusive behavior.

其中，在就业影响方面，王若蒙表示，密切关注人工智能对就业结构的影响，充分激发人工智能在创造新就业岗位、带动创新创业方面的活力，推动模型训练师、数据标注员等新职业纳入国家职业分类体系。同时，对于人民群众关心的就业替代风险，强化监测预警，加强社保体系同就业结构、工作方式变革的衔接，做好兜底性、普惠性社会保障。
国务院办公厅近日印发的《关于适应人工智能技术发展助力构建就业友好型发展方式的意见》提出，积极增强人工智能创造就业机会、赋能传统岗位、提升就业质量、激发创业活力的正面效应，有效减缓人工智能应用就业替代影响，努力实现技术进步、产业升级与就业促进、民生改善相协调的包容性发展。
在权益保障方面，王若蒙谈到，对算法歧视、深度伪造、隐私泄露等社会关心问题，要通过技术手段增强滥用恶用行为的溯源追踪能力，坚决打击利用人工智能实施的违法犯罪行为，确保人民群众合法权益不受侵害，特别是对老年人、未成年人等特殊群体进行保护。在心理健康方面，规范人机边界，加强防沉迷、防情感依赖的引导和干预，完善社会心理援助与干预渠道，应对人工智能对心理健康的影响。
近年来，我国人工智能发展速度、应用规模全球领先，在塑造经济发展新动能、增进民生福祉、提升政府治理水平方面取得积极成效。
王若蒙表示，“十五五”时期，将继续发挥产业体系完备、应用场景丰富、工程化能力强等优势，注重以落地应用牵引技术创新，点、线、面协同发力，深化拓展“人工智能+”行动。
他介绍，点上以场景为单位，组织“人工智能+”应用攻关，优先聚焦矿山开采、高空作业、应急救灾等“险、脏、累、繁、难”场景，通过人工智能解决行业痛点问题，树立更多应用样板和标杆。
线上以行业为切口，持续推动制造、能源、交通、医疗等国家人工智能应用中试基地建设，针对行业应用共性问题，统筹算力、模型、数据等要素资源供给，加快标准制定和应用推广，降低人工智能行业落地门槛。
面上以制度为重点，健全“人工智能+”政策体系，细化落实重点行业实施方案，制定应用场景分类指引，为“人工智能+”深化拓展提供更有力的制度支撑。
