On October 23, the Central Cyberspace Affairs Commission issued the "National Informatization '15th Five-Year Plan," proposing to advance foundational legislation on artificial intelligence, the digital economy, telecommunications, cybercrime prevention and control, and anti-cyberbullying, and to strengthen legislative research on emerging fields such as autonomous driving and the low-altitude economy. The plan also requires improving the legal and regulatory systems in areas such as cybersecurity, data security, and personal information protection, and focusing on hot issues such as artificial intelligence, personal information protection, and online ecosystem governance to research and issue relevant judicial interpretations.

新京报贝壳财经讯（记者程靓）10月23日，中央网络安全和信息化委员会印发《国家信息化“十五五”规划》。其中提出，完善网络领域立法。推进人工智能、数字经济、电信、网络犯罪防治、反网络暴力等基础性立法。强化无人驾驶、低空经济等新兴领域立法研究。健全网络安全、数据安全、个人信息保护、信息化发展等领域法规体系，加大新技术新应用新业态治理的法规制度供给。聚焦人工智能、个人信息保护、网络生态治理等热点问题，研究发布相关司法解释。拓展涉外网络法治建设。
