《科创板日报》10月24日讯（记者 田野 黄心怡）国内AI大模型出海取得新进展。
10月23日，据央视旗下新媒体“玉渊谭天”披露，国内头部人工智能企业深度求索（DeepSeek）与稀宇科技（MiniMax）已完成相关登记手续，并走通旗下大模型开源发布及海外授权的合规流程。
“玉渊谭天”在前述报道中提及，海外用户正呼吁更多中国开源大语言模型跟进出海；清晰、可预期的合规通道，有助于稳定提振全球用户对中国模型出海的信心。
据《科创板日报》记者了解，MiniMax本次技术出口登记覆盖“部分近期发布及即将发布的模型”，涵盖开源发布与海外授权两大核心场景。
10月16日，商务部、科技部联合发布公告，就修订《中国禁止出口限制出口技术目录》公开征求意见，拟将23项AI技术纳入出口管制范围，涉及大模型训练方法、智能体系统、高性能计算集群等核心领域；相关管制要求同样适用于在海外部署的含受限技术的AI模型。
“上述两家头部AI大模型厂商完成登记，意味着在核心敏感技术严格管控的同时，通用型开源大模型的出海路径反而进一步清晰化。”某头部券商计算机行业首席分析师对《科创板日报》记者表示。
该分析师认为，此前不少海外客户对中国模型的合规风险持观望态度；如今出海登记流程正式跑通，有助于提升中国模型在全球市场的信任度。
一家聚焦海外To B市场的AI初创企业创始人向《科创板日报》记者表示，在新规征求意见出台前，中小厂商出海长期面临合规边界模糊的痛点。“此前只能靠企业自行判断合规尺度，为规避风险，很多海外业务都偏保守推进。”
在他看来，DeepSeek与MiniMax率先完成登记，为全行业提供了可参照的合规范本，后续将有更多开源模型厂商跟进完成出海登记。“中国大模型在推理成本、多模态能力上已具备全球竞争力；合规通道打通后，海外中小企业客户的接受度将进一步提升，有望撬动更大的海外市场空间。”
