Turing Award winners and academicians clash at Shanghai Dishui Lake: the security, computing power, and governance of AI's next decade
The AI parallel forum of the 2026 World Laureates Forum was held on October 30 in Lingang, Shanghai. Turing Award winners Martin Hellman and Jack Dongarra, along with academicians He Jifeng, Chen Yunji, and others, discussed "The Next Decade: The Development and Governance of Artificial Intelligence." Hellman called for the establishment of cross-border regulatory mechanisms and safety guardrails; Dongarra cautioned that peak hardware performance does not equal actual application efficiency; and Chen Yunji proposed that AI designing chips and chips in turn feeding AI could form an RSI (recursive self-improvement) loop. The forum also released the "Personal Robot Security and Privacy Protection (SSP) White Paper," which put forward three major principles: a sense of boundaries, greater transparency, controllability, and accountability.
