OpenAI announced on November 2, 2026, that former Secretary of the Army Dan Driscoll will join as Senior Counselor for National Security Modernization, a newly created position focused on national security, cybersecurity and cooperation with U.S. allies.

Driscoll will advise OpenAI’s senior leadership and external partners on how advanced AI can strengthen national and cyber security. He will work with OpenAI teams and leaders across governments, industry, academia and allied institutions on practical modernization initiatives, while also helping internal teams understand the operational needs of national-security institutions around the world.

His remit includes advising public- and private-sector partners on policy and strategy changes intended to produce practical national-security uses of AI. The job also involves identifying where operational needs, institutional change and emerging AI capabilities come together. Sam Altman said Driscoll’s appointment would strengthen American leadership and support cooperation with other countries to spread adoption of democratic AI.

Driscoll was the 26th Secretary of the United States Army, responsible for the service’s operations, modernization and resources. His oversight included resource allocation for nearly one million Active, Guard and Reserve soldiers and more than 265,000 Army civilians. His Army transformation work focused on fielding new technology faster, reforming acquisition and building a more capable force.

His experience also spans law and the private sector, and he previously served as Acting Director of ATF. OpenAI’s biographical account describes him as a former Army officer and business leader with a background across military service and senior government leadership.

Driscoll connected the move to that public-service record. “The people who serve deserve the very best tools we can put in their hands,” he said. He described AI as a way to cut through paperwork, make sense of more information and get the right answer to the right person faster, adding that he wants to help the United States and its allies use the technology responsibly for national-security personnel.

The Daybreak Cyber-Defense Connection

The appointment builds on OpenAI’s work with allies and partners to strengthen cyber resilience and protect essential services through Daybreak. The program combines frontier models, the Codex harness, Codex Security, trusted workflows and ecosystem partners in a governed cyber-defense stack, with trusted access and action kept under human control.

Its defensive workflow runs as a loop: inventory, discovery, dynamic validation, ownership assignment, verified remediation and proof. Shared system context carries system maps, ownership, investigation evidence and established checks between passes, allowing later work to focus on changes and unresolved risks instead of starting over. People review consequential changes and independently verify deployed fixes, placing human checks around both major actions and completed remediation.

OpenAI is committing $1 billion in subsidized Daybreak access over six months. State and local governments, critical-infrastructure operators, community banks, nonprofits and open-source maintainers can register interest in support to find, prioritize and fix security vulnerabilities.

Driscoll’s appointment gives OpenAI a single senior role connecting government requirements, allied cooperation and external policy advice with its internal teams. The Daybreak connection makes the practical test clear: translating that modernization agenda into governed uses where people retain control over consequential actions and verify the fixes AI helps produce.
